生态文明先行示范区能源利用效率影响机制研究

摘要 全球变暖背景下,降低碳排放强度提升能源利用效率是中国生态文明建设需要解决的重大问题。将生态文明先行示范区政策作为准自然实验,基于中国30个省份2006-2020年的面板数据,采用合成控制法检验生态文明先行示范区建设对能源利用效率的影响,进一步分析了试点政策对地区能源利用效率影响的内在机制。结果发现:(1)试点政策实施后福建和江西的能源利用效率提升幅度较大,贵州则不明显;(2)生态文明建设通过推动绿色技术创新和优化产业结构提升能源利用效率。因此,需结合试点经验进一步扩大政策实施范围,各地要加大绿色创新力度,因地制宜结合当地优势发展生态产业,以提升能源利用效率实现可持续发展。 Under the background of global warming,reducing the intensity of carbon emission and improving the efficiency of energy utilization is an important problem to be solved in the ecological civilization construction in China.Based on the panel data of 30 provinces in China from 2006 to 2020,this paper takes the policy of ecological civilization first demonstration zones as a quasi-natural experiment,uses the synthetic control method to test the influence of the construction of ecological civilization first demonstration zones on energy utilization efficiency,and further analyzes the internal mechanism of the influence of the pilot policy on regional energy utilization efficiency.The results show that:(1)After the implementation of the pilot policy,the energy efficiency of Fujian and Jiangxi has been greatly improved,but it is not obvious in Guizhou;(2) The construction of ecological civilization can improve energy efficiency by promoting green technology innovation and optimizing industrial structure.Therefore,it is necessary to further expand the scope of policy implementation based on the pilot experience,and all localities should intensify green innovation,develop ecological industries according to local comparative advantages,improve energy utilization efficiency and achieve sustainable development.
