摘要
粤港澳基础教育跨境合作是“一带一路”沿线基础教育跨境合作的突破口,是实现民心相通和港澳人心回归的重要抓手。本文结合对珠三角五市和两个特别行政区的调研,发现粤港澳基础教育跨境合作依然存在较强的互补性,随着粤港澳“姊妹学校”制度的深入实施,内地基础教育“走出去”发展中出现了一系列问题,阻碍了内地基础教育的国际化发展和粤港澳基础教育跨境合作的步伐。在问题分析的基础上,文章提出以“一带一路”为契机、探索教育“走出去”专项扶持体系,设立基础教育跨境交流与合作的专项经费管理模式,转变政府职能、尽快搭建粤港澳中小学校长论坛和常态化交流机制,以校际合作、共同开发“国家认同”课程体系四方面对策建议,以推进粤港澳基础教育跨境交流合作和中国基础教育向“一带一路”沿线国家“走出去”。
The cross-border cooperation in basic education between Guangdong,Hong Kong and Macao is a breakthrough in the cross-border cooperation in basic education along the“the Belt and Road”,and an important way to achieve people to people connectivity and the return of people to Hong Kong and Macao.This article combines research on the five cities and two Special Administrative Regions in the Pearl River Delta and finds that there is still strong complementarity in cross-border cooperation in basic education between Guangdong,Hong Kong and Macao.With the deepening implementation of the“sister school”system in Guangdong,Hong Kong and Macao,a series of problems have emerged in the development of basic education in China's Mainland,hindering the internationalization of basic education in China's Mainland and the pace of cross-border cooperation in basic education between Guangdong,Hong Kong and Macao.On the basis of the analysis of the problems,the article proposes to take the“the Belt and Road”as an opportunity to explore the special support system for education“going global”,set up a special fund management model for cross-border exchanges and cooperation in basic education,transform the government functions,establish a forum for principals of primary and secondary schools in Guangdong,Hong Kong and Macao as soon as possible and a normalized exchange mechanism,and take the inter school cooperation to jointly develop the“national identity”curriculum system as four aspects of multiple countermeasures and suggestions,To promote the cross-border exchange and cooperation of basic education in Guangdong,Hong Kong and Macao and the“going global”of China's basic education to countries along the“the Belt and Road”.
