摘要
人口问题关系民族长远发展,社会稳定亦需人力资源保有健康状态。当前,我国适龄人口结婚意愿持续降低,“畏婚”问题明显,长期的低生育引致人口负增长,“恐育”问题潜在。“畏婚恐育”是外部政策环境约束与内在主体婚育意识共同作用的结果,易使适龄人口在婚育选择时陷入伦理困境,同时也可能引致社会风险。可以从政策上贯彻落实三孩生育政策、持续完善婚姻配套支持,法制上继续跟进妇女儿童权益保护等相关法律法规,文化上从个体、家庭、社会层面着手多方位推进新型婚育文化建设,通过政策赋能、法制跟进和文化引导消除适龄人口对婚育的恐惧,促进人口的均衡发展。
Population issues are related to the long-term development of the nation,and social stability also requires human resources to maintain a healthy state.At present,the willingness of China's population of marriageable age to marry continues to decline,and the problem of"fear of marriage"is obvious;long-term low fertility has led to negative population growth,and the problem of"fear of childbearing"is potentially serious."Fear of marriage and childbearing"is the result of the joint action of the external policy environment constraints and the internal consciousness of marriage and childbearing of the main body,which will easily make the population of the appropriate age group fall into an ethical dilemma when choosing marriage and childbearing,and at the same time,may also lead to social risks.It is possible to implement the three-children birth policy and continue to improve marriage support in terms of policy,continue to follow up on laws and regulations related to the protection of the rights and interests of women and children in terms of the legal system,and promote the construction of a new type of marriage and childbearing culture in terms of culture from the individual,family,and social levels in a multifaceted manner,so as to eliminate the fear of marriage and childbearing among people of the appropriate age group by means of policy empowerment,legal system follow-up and cultural guidance,and to promote the balanced development of the population.
