摘要
长三角市域/城际铁路运营管理与国铁、地铁、珠三角市域/城际铁路运营管理有明显不同,要实现跨域网络化、公交化运营,现有管理机制方面存在较大难度。该文通过研究相关政策,借鉴国内外铁路、轨道交通组织管理模式经验,针对以上海为中心的,江苏、浙江跨域运营线路,探讨运营管理模式。建议采用建营分离模式,有利于市场化竞争和社会化分工。同时,探索政府及主管部门与企业的管理机制,可分三阶段对长三角市域/城际铁路统一运营组织架构进行构建,搭建长三角市域/城际铁路运营平台,实现长三角市域/城际铁路互联互通。
The operation and management of the Yangtze River Delta Suburban/intercity railway is significantly different from that of the national railway,subway,and the Pearl River Delta Suburban/intercity railway.It is difficult to achieve cross-domain networked and public transport operations with the existing management mechanism.This article explores the operation and management model for the cross-domain operation lines centered on Shanghai and extending to Jiangsu and Zhejiang provinces by studying relevant policies and drawing on the experience of domestic and foreign railway and rail transit organization and management models.It is suggested to adopt a separation model of construction and operation,which is conducive to market competition and social division of labor.At the same time,it explores the management mechanism of the government and competent departments and enterprises,and envisions a unified operation organization framework for the Yangtze River Delta Suburban/intercity railway in three stages.It builds an operation platform for the Yangtze River Delta Suburban/intercity railway to achieve interconnection and interoperability.
