摘要
开展污染排放自行监测是企业的社会义务和法定责任。纺织工业是重要的污染排放行业,大部分纺织企业属于环境监管重点单位,有效合规地开展自行监测对企业绿色低碳可持续发展具有重要意义。阐述了纺织企业自行监测工作的一般要求,详细分析了自行监测方案制定中的要点难点,指出了自行监测组织实施的工作重点,并提出纺织企业履行主体责任、政府主管部门做好企业帮扶指导及检测市场监管等方面的工作建议。
Conducting pollution discharge self-monitoring is a social obligation and legal responsibility of enterprises.The textile industry is an important pollution emission industry,and most textile enterprises belong to key environmental regulatory units.Effective and compliant self-monitoring is of great significance for the green,low-carbon and sustainable development of enterprises.The general requirements for selfmonitoring work in textile enterprises were elaborated,the key points and difficulties in the self-monitoring plans were analyzed in detail,the focus of self-monitoring organization and implementation were pointed out,and suggestions for textile enterprises to fulfill their main responsibilities,government regulatory departments to provide assistance and market supervision of testing institutions were proposed.
