摘要
工程建设领域是推进政府职能转变和深化“放管服”改革、优化营商环境的重要组成部分,也是激发市场活力和和促进经济社会发展的关键内容。本文在充分调研当前工程建设项目审批制度改革现状的基础上,聚焦工业项目土地资源供应、市政公用设施配套报装以及开工前审批手续办理等焦点问题,认真分析当前的短板和不足,在借鉴部分地市先进经验做法的基础上,结合城市发展实际创新要素保障方式,提出具体建议措施,促进投资项目营商环境的进一步优化,提升企业获得感和满意度。
The field of engineering construction is an important component of promoting the transformation of government functions,deepening the reforms to"delegate power,streamline administration and optimize government services",and optimizing the business environment.It is also a key content to stimulate market vitality and promote economic and social development.Based on a thorough investigation of the current reform status of the approval system for engineering construction projects,this article focuses on key issues such as land resource supply for industrial projects,installation application of municipal public facilities,and pre-construction approval procedures.It carefully analyzes the current bottlenecks and shortcomings,draws on advanced experience and practices of other cities,and combines with the actual development of cities to innovate elements guarantee methods,and proposes specific suggestions and measures,in order to promote the further optimization of the business environment for investment projects,and enhance the sense of achievement and satisfaction of enterprises.
