摘要
新安全格局的构建和维持,需要所有方面、所有领域、所有层级的安全进入一种总体安全平衡态。针对目前缺乏规范量化分析和动态演化机制研究的问题,在新安全格局的范畴中,提出并界定了“安全熵”概念,建立了“安全熵”模型及数学表达式。应用“安全熵”的熵变机理和实现机制,首次提出新安全格局演化和发展、维护和塑造等核心范畴中消弭熵增效应的思路和对策。
It is necessary to eliminate the entropy increase efficiency in the process of system entropy change and achieve overall security entropy attenuation.In response to the current lack of standardized quantitative analysis and dynamic evolution mechanism research,the concept of'security entropy"is proposed and defined within the scope of the New Security Pattern,and a"safety entropy"model and mathematical expression are established.Applying the entropy change mechanism and implementation mechanism of"security entropy",proposing ideas and counter-measures to eliminate entropy increase efficiency in the core categories of the evolution and development,mainte-nance and shaping of New Security Pattern.
