摘要
在治理现代化进程中,地方新闻发布在治理与传播之间引导并构建网上网下共同体。在新媒体环境中,新闻发布工作成为地方政府协调多元主体参与治理的重要制度抓手,但传统的权威话语和单一的新媒体话语难以适应日趋复杂的治理情境,需要进行多方面探索。重庆市政府新闻发布平台“重庆发布”微信公众号具有典型意义,通过制度实践结合政治逻辑与传播逻辑,探索出了一条以本土地域认同为核心的创新路径。研究发现,地方新闻发布可以构造主动型和参与型两种叙事情境,通过制度创新和话语创新激发地域认同,形成短期有效的治理共同体,提升传播效果和治理效能。政治认同和地域认同相结合,地方新闻发布既有助于引导治理共同体构建,也为新时代地方新闻发布建设提供了新的视角。新时代推动地方新闻发布工作机制建设,要以习近平文化思想为核心,加强宣传思想文化引导力,推动地方文化与新闻发布相结合,形成新时代地方新闻发布治理的社会共同体。
The press release of local governments has been guiding and constructing the online and offline community between governance and communication in the modernization of governance in China.It has become a crucial institutional procedurefor local governments to coordinate multiple participants in governance.However,both traditional authoritative discourse and singlenew media discourse find it difficult to adapt to today s increasingly complex governance context.This calls for exploration on multiple fronts.In this sense,“Chongqing Release,”the official WeChat channel for the information office of the Municipality of Chongqing,has itstypical significance.Through institutional practices combining political logics with communicative logics,it has explored an innovative path with regional identity at its core.This study finds that the press release at the local level constructs two types of communication contexts:proactive and participatory communication.Through institutional and discursive practices,it can stimulate local identity,form short-term effective governance community,enhance communication effect and promote governance efficacy.By combining political identity with local identity,it will not only contribute to guiding the construction of governance community but also provide a new perspective for the construction of the governance over local press release for the future.The study points out that in enhancingthe work of press release at the local level we should place Xi Jinping Thought on Culture at the core,strengthen the leading role of public communication and cultural guiding force,encourage the integration of local culture into press release,and form a durable governance community through the governance over local press release.
