煤矿风险分级管控和隐患排查治理的信息系统构建 被引量:1

摘要 为了建立安全稳定、科学高效和可持续发展的煤炭生产行业,更好地实现双重安全风险预防机制的目标,文章通过构建风险分级管控和隐患排查治理信息系统,集成了先进的安全风险管理技术,创立了风险分级参考机制、企业第一责任人隐患共享机制,进而实现“关口前移,重心下移,源头治理”策略。企业可将信息化系统部署在服务器端,通过短信和邮件等方式实时通知责任者及上级领导安全报警信息,促进事故隐患风险的优先处理,减少人力和物力的浪费,提高工作效率。此外,企业可利用系统提供的统计信息,为企业领导主持隐患整改工作提供可靠的决策建议,并为各部门安全绩效分配提供关联性依据,从而推动煤矿行业的安全、高效、经济发展。 In order to establish a safe,stable,scientific,efficient and sustainable coal production industry,and better achieve the goal of dual safety risk prevention mechanism,coal mining production enterprises have integrated advanced safety risk management technology by constructing a risk grading control and hidden danger investigation and governance information system,established a risk grading reference mechanism and a hidden danger sharing mechanism for the first responsible person of the enterprise.Furthermore,the strategy of“moving the checkpoint forward,shifting the focus downwards,and addressing the source”will be implemented.Enterprises can deploy information systems on the server side,notify responsible individuals and superiors of safety alarm information in real-time through SMS and email,promote priority treatment of accident hazards and risks,reduce waste of manpower and material resources,and improve work efficiency.In addition,enterprises can use the statistical information provided by the system to provide reliable decision-making suggestions for enterprise leaders to lead the rectification work of hidden dangers,and provide relevant basis for the allocation of safety performance among various departments,thereby promoting the safety,efficiency and economic development of the coal mining industry.
