摘要
【目的】研究分析宁夏高校的科技成果转移转化现状,基于问题导向,提出提升地方高校科技成果转移转化的对应策略,为提升宁夏高校科技成果转化效率、服务地方经济社会发展提供参考。【方法】通过对宁夏20所高校进行调研及访谈,重点对近年来有科技成果转化活动的4所高校进行相关数据分析、政策研究、机制梳理、案例分析,分析研究宁夏地方高校科技成果转移转化面临的主要问题与堵点。【结果】宁夏高校目前还存在科技成果转化效率不高、成果管理水平有待提升、科技成果质量不高、技术供需对接困难、科研资金投入较少等问题。【结论】高校是我国科技成果转化的创新主体之一,是基础研究与应用研究的主力军,地方政府及各高校应采取优化运营机制、实施分类评价、培育中介机构、拓宽经费渠道、探索作价投资等措施,多维度协同发力,提升地方高校科技成果转移转化效率。
[Purposes]This paper aims to analyze the current situation of scientific and technological achievements transfer and transformation in local universities,and based on problem orientation,propose corresponding strategies to enhance the efficiency of scientific and technological achievements transfer and transformation in local universities in Ningxia,providing reference for improving the efficiency of sci⁃entific and technological achievements transfer and serving local economic and social development.[Methods]Through research and interviews with 20 universities in Ningxia,the focuses are on data analysis,policy research,mechanism sorting,and case analysis of 4 universities that have engaged in sci⁃entific and technological achievements transformation activities in recent years.The main problems and obstacles faced by the transfer and transformation of scientific and technological achievements in local universities in Ningxia are analyzed.[Findings]Currently,universities in Ningxia still face problems such as low efficiency in the transformation of scientific and technological achievements,low level of achievement management,low quality of scientific and technological achievements,difficulty in connect⁃ing technology supply and demand,and low investment in scientific research funds.[Conclusions]Uni⁃versities are one of the innovative entities in the transformation of scientific and technological achieve⁃ments in China,and the main forces in basic and applied research.Local governments and universities should take corresponding measures to optimize operational mechanisms,implement classified evalua⁃tions,cultivate intermediary institutions,broaden funding channels,explore pricing investments,and work together in multiple dimensions to improve the efficiency of scientific and technological achieve⁃ments transformation in local universities.
