威廉·廷代尔事件——英国中小学教师专业自治权由盛转衰的分水岭

摘要 中小学教师的专业自治权是中小学教师进行独立的专业判断、决策和行动的权力。英国中小学教师曾经享有较高的专业自治权,在世界范围内都堪称典范。1974年发生在内伦敦地区威廉·廷代尔小学的事件引发了公众对于中小学教师专业自治权的严重质疑,直接推动了英国民众对于中小学教师实施外部控制的社会共识的形成,并对其后中小学教师专业自治机构的关闭以及教师专业问责机制的创建,乃至20世纪90年代促使教师专业自治权进一步丧失的系列举措的出台有着重要的影响。威廉·廷代尔事件是英国中小学教师专业自治权由盛转衰的关键事件,其发生在偶然之中也有必然性,该事件引发的后果早已深刻地改变了英国中小学教师的整体生存状态。 The professional autonomy of primary and secondary school teachers is their power of independent professional judgment,decision and action.British primary and secondary school teachers used to enjoy a high degree of professional autonomy,which was a model in the world.In 1974,the William Tyndale Primary School affair in Inner London triggered serious public doubts on the professional autonomy of primary and secondary school teachers,directly promoted the formation of social consensus on the implementation of external control of primary and secondary school teachers,and the subsequent closure of the professional autonomy institutions of primary and secondary school teachers and the establishment of the professional accountability mechanism of teachers.Even in the 1990s,a series of measures promoting the further loss of teachers’professional autonomy had an important impact.William Tyndale affair is the key event of the transition from prosperity to decline of the professional autonomy of British primary and secondary school teachers.Its occurrence is also inevitable.The consequences of this affair have already profoundly changed the whole living state of British primary and secondary school teachers.
