摘要
在新时代背景下,高标准农田已成为实施“藏粮于技、藏粮于地”战略的重要举措。湖南是中国的农业大省,常德市为湖南省耕地保有量第一的城市,顺利建设高标准农田对保障粮食生产能力、促进农业绿色发展等有具有重要意义。本文主要研究常德市高标准农田建设现状及其存在农户参与意愿不高、资金投入程度不够、建设难度大、建成后监管防护不到位、可持续性欠缺等问题,并对问题的解决提出相应对策,从而推动常德市高标准农田建设顺利发展。
Under the background of the new era,high standard farmland has become an important measure to implement the strategy of"food crop production strategy based on farmland management and technological application".Hunan is a major agricultural province in China,and Changde is the city with the largest amount of cultivated land in Hunan Province.The smooth construction of high standard farmland is of great significance to ensure the food production capacity and promote the green development of agriculture.This paper mainly studies the current situation of high standard farmland construction in Changde City and the existing problems such as farmers'low willingness to participate,insufficient capital investment,construction difficulty,inadequate supervision and protection after completion,lack of sustainability,and puts forward corresponding countermeasures to solve the problems,so as to promote the smooth development of high standard farmland construction in Changde City.
