摘要
农村公共服务供给直接关涉农村经济社会的发展。供需不适配是当前农村公共服务供给面临的主要难题,建构和完善农村公共服务供需适配机制是地方政府的核心议题。依托供给维度、供给对象、需求维度、供给条件四个要素及要素间的相互关系,构建研究和解释农村公共服务供需适配的四元分析框架。在分析框架内研究农村公共服务供需不适配的供给不足与无效供给、需求多样性与多层次性、供给双协同与双约束等问题。为此,建构农村公共服务供需适配的四大机制——不同需求表达机制、多层需求对接机制、多元供给协调机制、无效供需制动机制,以实现农村公共服务供需适配,推进乡村振兴。
The supply of rural public services is directly related to the development of rural economy and society.The mismatch between supply and demand has been the main problem facing the current supply of rural public services.Constructing and improving the matching mechanisms of supply and demand of rural public services has become a core issue for local ments.govern-A four-elements analysis framework to study and explain the supply-demand matching of rural public services,relying on the four elements including the supply dimension,supply object,demand dimension,supply conditions and the relationship tween be-them,can be constructed to study the mismatch problems of supply and demand of rural public services,like insufficient and invalid supply,diversity and multi-level demand,or double coordination and double constraints with supplying.ingly,Correspond-four mechanisms for matching the supply and demand of rural public services,including that of expressing different mands,de-responding to multi-level demands,coordinating multiple supplies and preventing invalid supply-demand adaptation,are constructed to achieve the goal of matching the supply and demand of rural public services and promote the rural Key revitalization.
