社区静态管理下应急物资公平调度策略

摘要 在突发疫情导致的城市静态管理时期,由于应急调度能力有限,造成部分社区应急物资短缺,增加了社区内疫情传播风险。为提高社区应急物资的救援效率,减少社区人员感染风险,将社区风险度作为主要因素融入应急调度问题中,考虑到指标评估具有主观不确定性,采用证据推理进行数据融合。基于此,以高风险区优先运送、总成本最小为目标,构建双重时间窗下的多配送中心调度模型,并设计遗传禁忌混合算法求解。算例结果表明,考虑社区风险度的调度方案可以实现应急物资的公平分配,在保证高风险区优先运送的前提下降低了成本;所构建的模型解决了单一时间窗配送方案效率低、成本高的缺陷,且改进算法的性能更优,可为静态管理政策下政府的应急调度决策提供有益参考。 In the period of urban static management caused by sudden epidemics,due to the limited emergency dispatching capacity,there is a shortage of emergency materials in some communities,which increases the risk of epidemic transmission in the community.To improve the rescue efficiency of emergency materials in the community and reduce the infection risk of community resident,we integrated the community risk degree as the primary factor into the emergency scheduling problem.Taking into account subjective uncertainty,evidential reasoning method was used for data fusion.Based on this,a multi-depot distribution model with dual time window was established,aiming at the priority distribution in high-risk areas and minimum transportation cost.Finally,this paper devised a genetic-tabu hybrid algorithm to address the model.The results of the example show that the dispatching scheme with community risk degree can distribute emergency materials fairly,and reduce costs while ensuring priority transportation in high-risk areas;in addition,the model also solves the low efficiency and high cost of the single time window distribution scheme,and the performance of improved algorithm is better.This model provides a useful reference for the government′s emergency dispatching decision under the static management policy.
