摘要
文章从行动主义路径出发,构建“动因-资源”分析框架,基于N市案例探究社区嵌入式养老服务模式的发展与实践。研究发现,地方政府既面对社会、政治、横向比较三种压力,也拥有政治、公共价值追求两种动力,并重点以试点、示范、表彰等途径向上获取配置性资源和权威性资源;养老服务机构拥有政策鼓励和转型生存双重动因,主要以参与政府购买的方式获得配置性资源并增强实用、规范和认知合法性。二者互动中的动因契合与资源赋能构成了社区嵌入式养老服务模式的发展逻辑。然而,这一模式在实践中还存在主体参与协调薄弱、原生动力不足导致的公共性目标偏离以及资源依赖的隐忧,应当从搭建共识、协同参与和资源拓展等方面改进。
Starting from the perspective of activism,this article constructs a“motivation-resources”analysis framework and explores the development and practice of community-embedded elderly care service models based on N-city cases.It has found that the local governments face the social pressure,the political pressure and the pressure of horizontal comparison but have two driving forces:political value pursuit and public value pursuit.They focus on obtaining allocative and authoritative resources through pilot projects,demonstrations,and commendations.Elderly care service institutions have a dual driving force of the encouragement policy and transformation for survival,mainly by participating in government purchases to obtain allocative resources and enhance their practicality,standardization and cognitive legitimacy.The combination of motives and resource-based empowerment in the interaction between the two constitutes the developmental logic of the community-embedded elderly care service model.However,this model still has some practical concerns,such as the weak participation and coordination of the main actors,the deviation from the public goal caused by a lack of the original motivation,and the dependence on resources.It should be improved from consensus building,collaborative participation and resource development.
