摘要
监督制度建设对于破解长期执政的权力自我监督难题具有重要价值,是长期执政党跳出“历史周期率”和“执政周期率”两大现实难题的有效举措。基于国外四个政党推进监督制度建设的三维比较分析,研究发现:从价值层面看,树立廉洁的执政理念是维护长期执政地位、防止合法性资源被侵蚀的必要举措;从文本层面看,加强党内监督制度建设有助于抑制党内腐败问题,是完善国家监督制度体系的重要一环;从操作层面看,具体可行的监督机制是打造廉洁政治的关键所在,独立运作的反腐败机构、财产申报与公开等制度机制有助于提升监督制度的执行力。破解长期执政党的自我监督难题不仅要树立廉洁执政理念和加强监督制度建设,更要注意解决内外联动、提高制度执行力、增强制度适应性以及制度精神孕育等问题,以便更好地消除因缺乏竞争和制衡而造成的权力腐败现象。
The construction of supervision system is of great value in solving the power self-supervision problem of long-term governance,and it is an effective measure for the long-term ruling party to jump out of the two real problems of“historical cycle rate”and“ruling cycle rate”.In the three-dimensional comparative analysis four parties,it is found that:from the perspective of value orientation,establishing a clean governance concept is a necessary measure to maintain long-term ruling status and prevent the erosion of legitimacy resources.From the perspective of the text construction,strengthening the construction of the inner-party supervision system helps to curb the corruption within the party,and is an important part of improving the national supervision system.From an operational perspective,a specific and feasible supervision mechanism is the key to building a clean and honest politics,independently operating anti-corruption agencies,property declaration and disclosure mechanisms and other systems helping improve the execution of the supervision system.Therefore,to solve the self-monitoring problem of the long-term ruling party,we must not only establish the concept of clean governance and strengthen the construction of the supervision system,but also pay attention to solving problems such as internal and external linkages,improving system execution power,enhancing system adaptability,and fostering system spirit,so as to better eliminate power corruption that is easily caused by lack of competition and checks and balances.
