摘要
在重视年轻干部培养任用的新时代背景下,面对年轻干部腐败问题凸显现象,学界的探讨存在一定的滞后性。基于人在情境中的原理,聚焦年轻干部首次腐败事件发生机制的情境诱因问题,收集了从50后至90后的年轻干部腐败个案16个,通过案例分析发现,年轻干部首次腐败事件具有预警失灵、权力失范、情境性等特点。年轻干部首次腐败事件发生的过程是经济结构情境引发职场情境中的岗位廉政风险变为现实的过程。经济结构情境给职业情境带来廉政风险,监督情境对于廉政风险的防控存在不足和缺陷。年轻干部首次腐败事件发生机制的情境诱因分析深化了对腐败发生机制的解释,为基于情境诱因的年轻干部首次腐败事件预警提供了依据。
Against the background of the new era of emphasizing the training and appointment of young cadres,the corruption problem of such cadres is prominent,and there is fault and lag in the academic research on this problem.Based on the principle of people in context,focusing on the situational incentive of the occurrence mechanism of the first corruption event of young cadres,16 corruption cases of young cadres from 50s to 90s were collected.Through content analysis,it is found that the first corruption cases of young cadres have the characteristics of universality,failure of early warning,power abuse and situational dependence.The process of the first corruption of young cadres is the process that the economic structure situation causes the postion integrity risk in the workplace situation to become a reality.Economic structure situation brings the risk of clean power to the occupational situation,and supervision situation for the prevention and control of clean government risk is polluted with deficiencies and defects.The situational incentive analysis of the mechanism of the first corruption of young cadres deepens the explanation of the mechanism of corruption and provides a reference for the early warning of the first corruption of young cadres based on the situational incentive.
