摘要
建构学校与社区体育资源共享机制,既是体育公共服务均等化的应有之义,也是优化体育资源配置的有效路径。研究分析了学校与社区体育资源共享面临的法律困境、实践困境与机制困境。在此基础上,提出建立协调性强的法规制度体系,因地制宜选择和创新共享模式,强化共享保障机制,促进学校与社区体育优势互补、资源共享、共生共荣。
Constructing the mechanism of sharing sports resources between schools and communities,this is not only the proper meaning of equalization of sports public services,but also an effective way to optimize the allocation of sports resources.This paper analyses the legal,practical and mechanism dilemmas faced by the sharing of sports resources between schools and communities.On this basis,this paper proposes to establish a highly coordinated legal system,select and innovate the sharing mode according to local conditions,strengthen the sharing guarantee mechanism,promote school and community sports complementary advantages,resource sharing,symbiosis and co-prosperity.
