摘要
数字化改革是一场重塑性的制度革命,是从技术理性走向制度理性的跨越。作为数字化改革的先行省,浙江省自2021年以来围绕教育重大改革、义务教育“双减”、教育公平、个性化等教育热点和难点问题,全面推进教育领域数字化改革。该研究从组织领导、顶层设计、机制创新、标准规范、安全保障等层面,分析了浙江省推进教育领域数字化改革的相关举措,并重点阐述了以“教育魔方”工程等为抓手,打造教育领域一体化智能化公共数据平台;以“学在浙江”服务平台等为抓手,打造基于教育大资源的一站式集成服务平台;以“浙江校外培训”和“浙里问学”等应用为抓手,助推“双减”政策落地;以“互联网+教育”共同体等为抓手,推动教育共富等一系列创新实践探索,为更多地区深入推进教育数字化改革提供了参考和借鉴。
The reform of digitization is a heavy-drooping institutional revolution,and it is a leap from technological rationality to institutional rationality.As a pilot province,Zhejiang has been comprehensively promoting educational digitization reform with a focus on major education reform,“double reduction”,education equity,education individualization and other education hotspots and difficulties since 2021.This research analyzes related measures to digitization reform in Zhejiang Province from organizing leadership,top-level design,innovation mechanism,standard specifications,and security guarantee,etc.At the same time,this research focuses on a series of innovative practice explorations that Zhejiang Province takes the“Education Rubik’s Cube”project as the starting point to create an educational integrated and intelligent public data platform,takes the“Learning in Zhejiang”service platform as the starting point to create a one-stop integrated service platform for educational resources,uses applications such as“Zhejiang off-campus training”and“Zhejiang Li Learning”and other applications as the starting point to promote the implementation of the“double reduction”policy,takes the“Internet+Education”community as the starting point to promote the educational common prosperity,which aims to provide reference for more regions to promote the education digitization.
