摘要
在全面完成划转国资充实社保基金的背景下,利用划转国资充实社保基金股权权益、充实企业职工养老保险基金等最新数据,通过构建精算模型,实证分析山东省企业职工养老保险基金的运行及缺口情况,以及调入划转股权收益补充养老保险基金对山东省企业职工养老保险体系可持续性的影响。在此基础上,结合工作实践,深入分析山东省社保基金承接主体,探索开展划转社保基金股权管理和运营工作新路径,以实现划转股权的保值增值,提高基金的流动性,不断做大社保基金战略储备,增强企业职工养老保险基金可持续支撑能力,进一步提高社保基金的可持续性。
This article focuses on the scenario of fully completing the transfer of state-owned assets to enrich the social-security fund,using the latest data to empirically analyze the operation and gap of pension funds for enterprise employees in Shandong Province.Considering the impact of transferring equity income to supplement pension funds,the sustainability of the pension system for enterprise employees in Shandong Province is studied.Based on this,Deeply analyze the main undertaking entities of Shandong Province's social security fund and explore new paths for equity management and operation of transferred social security funds,with the goal of achieving the preservation and appreciation of transferred equity and improving fund liquidity.The main line is to implement the income,disposal,and information rights(hereinafter referred to as the"three rights")of financial investors and shareholders of social security funds.We adhere to the combination of policy and market-oriented methods,and unify equity safety,profitability,and liquidity,Strengthen the refined management and market-oriented operation of social security fund equity,continuously expand the strategic reserve of social security fund,enhance the sustainable support ability of enterprise employee pension insurance fund,further improve the sustainability of social security fund,and propose relevant policy suggestions based on work practice to better promote the transfer of state-owned assets to enrich the stable operation of social security fund management.
