摘要
生态清洁小流域是水土保持的创新和发展,是小流域科学治理新模式。近年,党中央、国务院相关决策部署对生态清洁小流域高质量发展提出了新的更高要求。梳理总结了生态清洁小流域发展历程、建设成效和存在的主要问题,从内涵特征、外延拓展、功能分析、特性分析等方面阐述了生态清洁小流域的属性特点,从国家要求、人民需求、水保要求等方面分析了发展需求,在此基础上提出发展建议。
The development of ecologically-sound and clean small watersheds represents innovation and progress in soil and water conservation,presenting a new model for the scientific management of small watersheds.In recent years,the Party Central Committee and the State Council have set forth new and elevated requirements for the high-quality development of ecologically-sound and clean small watersheds.This paper reviews the development process,construction achievements,and major issues,providing an elaborate description of the attributes and features of ecologically-sound and clean small watersheds from aspects including connotation characteristics,extension and expansion,function analysis,and feature analysis.The development needs are assessed considering state requirements,public demand,and soil conservation needs.Based on this evaluation,development recommendations are proposed.
