摘要
“一带一路”倡议促进了中国与沿线国家的贸易和投资合作,为中国企业创新效率提升提供了更多国际化机遇和挑战。文章依托三阶段DEA模型测算了2011—2021年中国上市公司创新效率的发展演变情况,并用双重差分法检验了“一带一路”倡议对样本企业创新效率的动态影响。研究发现:(1)“一带一路”倡议显著提升了企业创新效率,随着倡议的不断推进,这种动态影响呈现波动上升的趋势;(2)异质性分析表明,“一带一路”倡议对不同类型企业创新效率的影响存在较大差异,促进作用主要体现在对位于国家级战略区域内的企业、国有企业和制造业企业,对海上丝绸之路沿线、非国有企业和服务业企业创新效率的提升并未发挥预期效果;(3)作用机制方面,“一带一路”倡议主要通过影响内部吸收能力和外部合作网络两条渠道扩充国内外研发资本存量,进而拉动国内创新效率的提升。由此,文章从均衡区域经济发展、深化“一带一路”建设、扩充研发资本存量角度提出了我国企业创新效率提升的对策建议。
The the Belt and Road Initiative has promoted the trade and investment cooperation between China and countries along the route,and provided more international opportunities and challenges for Chinese enterprises to improve their innovation efficiency.The papertakes the Belt and Road Initiative as a quasi-natural experiment,and measures the innovation efficiency of Chinese listed companies from 2011 to 2021 based on the three-stage DEA model,and then uses DID method to test the dynamic impact of Belt and Road Initiative on Chinas innova-tion efficiency.The results show that:(1)The Belt and Road Initiative has played a positive role in improving the innovation efficiency of enterprises along the line.With the continuous advancement of the initiative,this dynamic impact shows a fluctuating upward trend.(2)The heterogeneity analysis shows that the impact of the Belt and Road on the innovation efficiency of different enterprises is quite different.The promotion effect is mainly reflected in the improvement of innovation efficiency of the enterprises located in national strategic regions,state-owned and manu-facturing enterprises,and the improvement of innovation efficiency of enterprises along the Maritime Silk Road,non-state-owned and service industries has not achieved the expected effect.(3)In terms of mechanism,the Belt and Road Initiative mainly expands the stock of domestic and foreign R&D capital stock through internal absorption capacity and external collaboration network,thus promoting the improvement of domestic innovation efficiency.Finally,some suggestions are put forward from the perspectives of balancing regional economic develop-ment,deepening the construction of the Belt and Road Initiative and expanding the R&D capital stock.
