摘要
黄河流域生态环境保护与高质量发展是我国一项重大战略。黄河流域荒漠化问题仍然严峻,有效根治荒漠化问题,是实现黄河流域生态保护与高质量发展的关键环节与根本保证。本文从黄河全流域视野出发,阐述了黄河流域基本情况和荒漠化现状,从自然因素、人文因素、社会因素三个方面分析了影响黄河流域荒漠化地区生态系统稳定性的原因,并提出了不断完善区域生态治理政策和法律机制、积极探索荒漠化防治与产业协同发展模式、加快推进区域水资源节约化集约化利用、着力打造区域荒漠化协同防治体系等生态治理优化路径,不断推动黄河流域绿色生态建设的高质量发展。
Ecological environmental protection and high-quality development of the Yellow River Basin are significant national strategies in China.The problem of desertification in the Yellow River Basin remains severe,and effectively addressing desertification is crucial for ecological protection and high-quality development of the Yellow River Basin.Starting from the perspective of the entire Yellow River Basin,this paper elaborates on the basic situation and desertification status of the Yellow River Basin.It analyzes the reasons that affect the stability of the ecological system in the desertification areas of the Yellow River Basin from three aspects:natural factors,human factors,and social factors.It proposes optimization pathways for ecological governance,including continually improving regional ecological governance policies and legal mechanisms,actively exploring the coordination between desertification control and industrial development,accelerating the promotion of water resource conservation and intensive utilization,and striving to build a coordinated desertification control system.The aim is to continuously promote the high-quality development of green ecological construction in the Yellow River Basin.
