摘要
收集返贫监测信息是国家贫困治理的基础性工程。算账是获取返贫监测信息的过程。国家需要的精准化返贫监测信息在实践中走向了模糊化。基于多重制度逻辑分析发现:国家遵循政治逻辑,旨在消除贫困实现共同富裕;基层政府遵循行政逻辑,通过提高人均年收入水平实现晋升锦标赛;脱贫户遵循经济理性逻辑,在算账中降低人均年收入水平以获取扶贫资源;村干部遵循实践逻辑,在算账中采取权宜性策略。基层政府的行政逻辑与脱贫户的经济理性逻辑之间存在张力,村干部为调适两者的张力在基层政府与脱贫户之间寻找平衡点。返贫监测信息的模糊化是多重制度逻辑相互作用的结果,赡养费所具有的可伸缩性、可操作性与灵活性使得算账结果更具有模糊性。基于此,应推动基层政府价值理性复归,超越其工具理性;健全监督机制,推动返贫监测信息的公开化,约束村干部的自由裁量权;塑造道义小农,弱化农民的经济理性,进而推动返贫监测信息走向精准化以实现国家的政治逻辑。
The collection of poverty alleviation monitoring information is a basic project of national poverty management.Accounting is the process of obtaining information to monitor poverty return.The precise monitoring information of returning to poverty required by the country has become fuzzy in practice.Based on the analysis of multiple institutional logic,it is found that the country follows the political logic to eliminate poverty and achieve common prosperity;The grassroots government follows the administrative logic to achieve the promotion tournament by increasing the per capita annual income level;Poverty alleviation households follow economic logic and reduce the per capita annual income in accounting to obtain more poverty alleviation resources;Village cadres follow practical logic and adopt equity strategy in accounting.There is tension between the administrative logic of the grass-roots government and the economic rational logic of the poverty-stricken households.In order to adjust the tension between the two,the village cadres seek a balance between the grass-roots government and the poverty-stricken households.The fuzzification of monitoring information of returning to poverty is the result of the interaction of multiple system logic.The scalability,operability and flexibility of alimony make the result of accounting fuzzier.The dual conflict between administration and autonomy is the reason for the tension between the administrative logic of grassroots government and the economic rational logic of poverty-alleviation households.Based on this,we should promote the value rationality of the grass-roots government to return to its instrumental rationality.Improve the supervision mechanism,promote the openness of monitoring information on poverty return,and restrict the discretionary power of village cadres;Shape moral smallholders,weaken the economic rationality of farmers,and then promote the precision of poverty monitoring information to achieve the political logic of the country.
