摘要
公共卫生安全是保障社会稳定的关键因素,随着科学技术的发展与医疗防治水平不断提高,人们对各类突发公共卫生事件防控能力更加有效,但人类社会发展速度极快,各类自然性病毒入侵和非自然性病毒扩散都难免会给公众生命、财产安全带来一定威胁,如传染性非典型肺炎、禽流感、埃博拉以及其他突发性食品药品公共卫生事件等,如何科学、有效地管理突发公共卫生事件是国家现代化建设的重要课题之一。基于此,深入探讨突发公共卫生事件管理存在的问题,分析破解此难题的有效措施,对全面筑牢公共卫生安全防护网具有重要意义。
Public health security is a key factor in ensuring social stability.With the development of science and technology and the continuous improvement of medical prevention and treatment levels,people's ability to prevent and control various public health emergencies has become more effective.However,human society is developing at an extremely fast pace,and the invasion of various natural viruses and the spread of unnatural viruses will inevitably pose certain threats to the safety of public life and property,such as severe acute respiratory syndrome,avian influenza,Ebola and other food and drug public health emergencies.How to scientifically and effectively manage public health emergencies is one of the important topics in the country's modernization drive.Based on this,an in-depth discussion of existing problems in the management of public health emergencies and analysis of effective measures to solve this problem are of great significance to comprehensively building a public health safety protection network.
