气候变化对江西省能源领域重大工程的影响与对策

摘要 为了提升江西省能源领域基础设施与重大工程适应气候变化的能力,介绍近年来江西省气候变化状况以及由此所引发的端天气气候事件,进而分析气候变化给能源工程(电网工程、管道工程、风能工程、光伏工程)带来的影响,并有针对性地提出对策。电网工程方面推动电网与气象信息的融合、加强电网工程的设计规划、科学安排电网运行、强化电网对极端气候事件的预警、加快电网工程承灾能力研究;管道工程方面修订管道工程安全评估方法、提高管道工程设计标准、安全改造在建的管道工程;风能工程方面建立健全风能利用规划制度、将气候变化影响分析加入风能工程建设中、加强风能工程气象相关科学研究;光伏工程方面提高大气环境保护意识、大力发展清洁能源、科学规划光伏电站的设计、定期对光伏电站进行清洁维护、推动风力发电并网工作。 In order to improve the ability of energy infrastructure and major projects in Jiangxi province to adapt to climate change,this paper introduces the climate change situation in Jiangxi province in recent years and the resulting extreme weather and climate events,and then analyzes the impact of climate change on energy engineering(power grid engineering pipeline engineering,wind energy engineering,photovoltaic engineering),and puts forward corresponding countermeasures:in terms of power grid engineering,promote the integration of power grid and meteorological information,strengthen the design and planning of power grid engineering,scientifically arrange the operation of power grid,strengthen the warning of extreme weather events,and accelerate the research on the disaster tolerance of power grid engineering.In terms of pipeline engineering,revised the safety assessment method of pipeline engineering,improved the design standards of pipeline engineering,and safely transformed the pipeline engineering under construction.In terms of wind energy engineering,establish and improve the wind energy utilization planning system,add the analysis of climate change impact into the construction of wind energy engineering,and strengthen the meteorological research of wind energy engineering.In terms of photovoltaic engineering,improve the awareness of atmospheric environmental protection,vigorously develop clean energy,scientifically plan the design of photovoltaic power station,clean and maintain photovoltaic power station regularly,and promote the grid connection of wind power generation.
