摘要
作为“内部银行”的财务公司是中央企业办金融的典型方式,财务公司通过开展资金结算、资金归集、信贷及票据贴现等业务,发挥其企业集团产业链金融平台优势,提高了资金效率、降低了融资成本、扩大了业务规模、保障了资金安全,但也存在一些问题。通过梳理中央企业财务公司发展现状及存在问题——金融高风险性与国企重稳健性的矛盾、监管政策趋严与原有创效模式的矛盾、金融服务高效与信息支撑不足的矛盾,以中油财务有限责任公司和中国电力财务有限公司典型做法为例,对中央企业财务公司的业务发展方向进行探索,提出相应建议:健全风险监管体系,确保业务依法合规经营;紧跟国家政策导向,聚焦主责主业并创新发展;加快数字化转型升级,提高金融业务科技含量。
A finance company functions as a type of“internal bank”that is commonly used by state-owned central enterprises to manage finance.An efficient financial platform of an enterprise’s industrial chain,it helps to increase capital efficiency,lower financing costs,expand business,and guarantee capital security through a variety of activities such as fund settlement,fund collection,credit,and bill discounting.It does,however,have certain shortcomings.This paper seeks to clarify the finance companies’existing problems while outlining their current state of development.The problems include contradictions between the emphasis on business stability and significant financial risks,the original efficiency model and more stringent regulations,and the effectiveness of financial services and insufficient information support.This paper also examines the business development direction of the finance companies and makes suggestions based on the typical practices of the finance companies of CNPC and China Power International Development Limited.The suggestions include:strengthening the risk supervision system to guarantee that companies are run legally;closely adhering to national policy guidelines,emphasizing primary responsibilities and businesses while developing creatively;quickening the pace of digital transformation and upgrading,an d raising the standard of technology in financial services.
