摘要
耕地保护的本质是保护耕地产能,应遵循数量、质量、生态“三位一体”的耕地保护要求,构建多主体协同的耕地保护长效机制。在剖析耕地保护本质及其长效机制构建内在需求的基础上,分析目前构建耕地保护长效机制面临的现实困境,进而提出增强耕地保护意识、强化国土空间规划管制作用、加强制度执行力、形成经营者耕地保护的内生动力等针对性策略,为我国耕地保护长效机制的构建及保障国家粮食安全提供参考。
The essence of farmland protection is its production capacity under the"three in one"requirements of quantity,quality,and ecology,which calls for a long-term mechanism of farmland protection with multi-stakeholder collaboration.With an analysis of the internal needs and practical dilemma of building a long-term mechanism of farmland protection,a number of strategies are proposed:improving the consciousness of farmland protection,strengthening territorial space planning regulation,enhancing the executive power of institutions,and stimulating the internal force of operators,which provides a reference for building a long-term mechanism of farmland protection as well as guaranteeing national food security.
