任务驱动与专班推进:地方弹性治理的一种实践逻辑——基于B市四类工作专班的案例比较 被引量:2

摘要 专班推进重点任务是地方弹性治理的典型机制。在任务驱动下,政府整合各部门人员,组建多样化专班,在科层结构的基础上构建新型任务团队,有效提升了地方治理的灵活性。论文构建“任务驱动-专班推进”的分析框架,解析工作专班推动弹性治理的深层机理,并依据任务属性与成员边界的不同,区分了专班运作的四种类型:项目合作型、平台共享型、人员抽调型、部门统合型。基于B市城市治理领域四类专班的比较研究发现,跨界别专班吸纳政府外部主体参与,组织结构的变动性较大;跨部门专班的组成人员来自于政府内部,组织结构更加稳定。此外,单一任务型专班的扁平化程度较高,仅承担执行性职能,任务完成后专班解散;复合任务型专班具有层级化特征,承担决策与执行双重职能,持续推进各阶段的子任务。构建“协作共同体”“高效率团队”“互动型网络”是不同类型专班运作的共性逻辑,使得专班能够在多个任务场景中灵活切换。论文对工作专班的分析揭示了弹性化治理的实践逻辑,也为提升地方治理的有效性提供了启示与思路。 The promotion of key tasks through task forces is a typical mechanism of local flexible governance. Driven by specific tasks, government departments integrate personnel, establish diversified task forces, and build new task teams based on the existing bureaucratic system, which can improve the flexibility of local governance. This paper constructs a theoretical framework of “task driven-task force”, analyzes the mechanism of flexible governance as promoted through a task force, and distinguishes four types of task forces based on the differences in task attributes and member boundaries:project cooperation, platform sharing, personnel transfer, and department integration. Four task forces in the field of urban governance in B city were selected to carry out a comparative study. It was found that the cross-sector task forces absorbed the participation of relevant subjects outside the government;their organizational structures were highly variable. Inter-departmental task forces were composed of governmental subjects only;their organizational structures were more stable. In addition, single-subject task forces had a higher degree of flattening, only undertaking executive functions, and dissolved after completing the task. Compound task forces had hierarchical features, undertaking dual functions of decision-making and execution, and continuously advancing sub tasks at each stage. The common logic of all the task forces had the following attributes: “collaborative community”, “high-efficiency team” and “interactive network”. This allowed the task forces to switch flexibly in different scenarios. This article reveals the practical logic of flexible governance by analyzing task force operations and provides inspiration and ideas for improving the effectiveness of local governance.
