摘要
通过运用历史制度主义的分析范式,探究了新民主主义革命时期民主集中制的变迁历程与逻辑,发现民主集中制由生成、调适,走向成熟发展,其制度优势渐发彰显,治理效能愈发提升,由此认为“路径依赖”与“关键节点”是推动民主集中制实现变迁的重要因素,提出了当代完善优化民主集中制需要在价值、理论、制度与方法维度着手。并且从学理上进一步论证了“全过程人民民主”是民主集中制的时代创新,以期为理解好、阐释好、落实好“全过程人民民主”的价值内核、科学理念、发展路径提供一些启示。
By using the analytical paradigm of historical institutionalism,this paper explores the evolution and logic of democratic centralism during the New Democratic Revolution period.This study finds that democratic centralism,from its inception and adjustment,has matured over time,with its institutional advantages gradually becoming prominent and its governance efficacy continually improving.We attribute the evolution of democratic centralism to“path dependence”and“critical junctures”as significant driving factors.Suggestions for the contemporary refinement and optimization of democratic centralism are proposed,emphasizing values,theory,institutional mechanisms,and methods.Additionally,we further argue from a theoretical standpoint that“whole-process people's democracy”represents a timely innovation in democratic centralism.This study aims to provide insights into understanding,interpreting,and implementing the core values,scientific concepts,and developmental paths of the“whole-process people's democracy”.
