摘要
促进农村劳动力转移,带动土地流转是推动城乡协调发展的重要方式之一。以河北省为例,基于面源数据,构建农民工非农就业稳定性、社会融合对土地流转行为影响的评价指标体系,利用Mprobit模型分析了农民工市民化过程中对土地流转行为的影响以及边际效应。结果表明:(1)农民工非农就业稳定性分别在0.01、0.05水平上显著负向影响零租金、非零租金土流转行为;城市社会融合在0.05水平上显著正向影响零租金、非零租金土流转行为。(2)在非农就业稳定性对土地流转行为影响的方程(1)、城市社会融合对土地流转行为影响的方程(2)中,年龄(X_(3))、有效证件(X_(14))、家庭总收入(X_(17))、土地面积(X_(18))、家庭总数人数(X_(20))和家庭抚养压力(X_(21))正向影响零租金流转行为,婚姻(X_(6))、健康状况(X_(8))、制造业(X_(9))、省内跨市(X_(15))和市内跨县(X_(16))显著负向影响零租金流转行为;受教育年限(X_(4))、省内跨市(X_(15))和家庭总人口(X_(20))显著负向影响非零租金流转行为,年龄(X_(3))显著正向影响非零租金流转行为。(3)有固定雇主的农民工土地不流转的边际效应大于其他农民工,零租金流转、非零租金流转的边际效应小于其他农民工。认为自己是本地人的农民工土地不流转的边际效应小于其他农民工,零租金流转、非零租金流转的边际效应大于其他农民工。提出拓宽农民工非农就业渠道、深化城市人口制度改革的对策建议。
Promoting the transfer of rural labor and driving land circulation is one of the important ways to promote coordinated development between urban and rural areas.Taking Hebei Province as an example,based on surface source data,an evaluation index system was constructed to evaluate the impact of non-agricultural employment stability and social integration of migrant workers on land transfer behavior.The Mprobit model was used to analyze the impact and marginal effects of migrant workers’urbanization on land transfer behavior.The results indicated that:(1)the stability of non-agricultural employment of migrant workers had a significant negative impact on zero rent and non zero rent land transfer behavior at the 0.01 and 0.05 levels,respectively.Urban social integration had a significant positive impact on zero rent and non zero rent land transfer behavior at the 0.05 level.(2)In equation(1)of the impact of non-agricultural employment stability on land transfer behavior and equation(2)of the impact of urban social integration on land transfer behavior,age(X_(3)),valid documents(X_(14)),total household income(X_(17)),land area(X_(18)),total number of households(X_(20)),and family upbringing pressure(X_(21))positively affected zero rent transfer behavior,marriage(X_(6)),health status(X_(8)),manufacturing(X_(9)),cross city within the province(X_(15))and cross county within the city(X_(16))had significant negative impacts on zero rent transfer behavior.The number of years of education(X_(4)),inter provincial(X_(15)),and total household population(X_(20))had significant negative impacts on non zero rent transfer behavior,while age(X_(20))had a significant positive impact on non zero rent transfer behavior.(3)The marginal effect of non transfer of land for migrant workers with fixed employers was greater than that of other migrant workers,and the marginal effects of zero rent transfer and non zero rent transfer were smaller than that of other migrant workers.The marginal effect of non transfer of land for migrant workers
