基于专利的数智低碳产业创新生态系统演化研究

摘要 试图建构一种基于专利的数智低碳产业创新生态系统研究框架,运用专利信息这一客观技术创新资源,识别出系统中的数智创新主体,并对系统的动态演化与交互联动进行研究。研究发现Y02P(货物生产或加工过程中的气候变化减缓技术)和Y02E(减少温室气体排放,与能源发电、输电、配电有关)一直是数智低碳产业的热点专利技术领域;中国是数智低碳技术专利数量最多的市场,其他重要的市场还包括美国、韩国、日本、世界知识产权组织等;国外的数智低碳创新主体以大型企业为主,我国则以大学和科研机构为主,其中国家电网公司、中国电力科学研究院、浙江大学是该产业中重要的数智低碳创新主体。因此,根据结论提出我国数智低碳产业提升竞争优势的对策建议,一是从政府层面出台针对数智低碳技术的产学研合作政策,并搭建校企平台促进交流合作;二是从产业层面加强以企业为核心的数智低碳创新主体培育,组建面向市场需求的创新联合体;三是从创新主体层面开展数智低碳专利的海外专利布局,并挖掘热点与前沿技术领域中的技术机会。 This paper attempts to construct a patent-based research framework for digital intelligence and lowcarbon industry innovation ecosystems.The framework uses patent information,an objective technological innovation resource,to identify the subject of digital intelligence innovation in the system,and to study the dynamic evolution and interaction of the system.The research found that Y02P(climate change mitigation technology in the production or processing of goods)and Y02E(reduction of greenhouse gas emissions,related to energy generation,transmission,and distribution)have always been hot patented technology fields in the digital intelligence low-carbon industry;China is the market with the largest number of digital intelligence low-carbon technology patents,and other important markets include the United States,South Korea,Japan,and the World Intellectual Property Organization;foreign digital intelligence low-carbon innovation subjects are mainly large enterprises,while in China they are mainly universities and scientific research institutions.Among them,the State Grid Corporation of China,China Electric Power Research Institute,and Zhejiang University are important digital intelligence low-carbon innovation subjects in this industry.Therefore,based on the conclusions,countermeasures and suggestions for enhancing the competitive advantage of China's digital intelligence and low-carbon industry are put forward.First,from the government level,the policy of industry-university-research cooperation for digital intelligence and low-carbon technology should be introduced,and a university-enterprise platform should be established to promote exchanges and cooperation.Second,from the industrial level,strengthen the cultivation of digital intelligence and low-carbon innovation subjects with enterprises as the core,and form an innovation consortium oriented to market demand.Third,from the level of innovation subjects,carry out the overseas patent layout of digital intelligence and low-carbon patents and tap technical opportun
