摘要
为挖掘亚洲高校在开展高水平创新研究、培养高层次复合型科技人才和联动产学研用方面的现实经验,基于科技人力资本理论,审视新加坡高校卓越科技人才培养的多重向度与实践抉择。研究发现,新加坡高校作为新加坡的人才高地和科技创新高地,在技术驱动、产业驱动和政策驱动的多重创新效应引导下,形成符合自身发展逻辑的卓越科技人才培养路径:寻求学术联合,搭建国际科技人才培育枢纽,扎实人才培养的学术根基;寻求校企联合,携手国内外科技企业协同创新,发挥人才培养的技能优势;寻求区域联合,激发科技地理空间集聚效应,形成人才培养的规模效应。
In order to explore the practical experience of Asian universities in carrying out high-level innovative research,cultivating high-level composite scientific and technological talents,and linking industry,university,and research applications,based on the theory of technological human capital,this study examines the multiple dimensions and practical choices of cultivating outstanding scientific and technological talents in Singapore's universities.This paper has found that as a national talent highland and technological innovation highland,Singapore's universities,guided by the multiple innovation effects of technology driven,industry driven,and policy driven,have formed a path for cultivating outstanding scientific and technological talents that conforms to their own development logic:for seeking academic alliances,Singapore's universities has built an international hub for talent cultivation in science and technology,thereby solidifying the academic foundation of talent cultivation;for seeking school enterprise collaboration,Singapore's universities has collaborated with domestic and foreign technology enterprises for collaborative innovation,thereby leveraging the skill advantages of talent cultivation;for seeking regional cooperation,Singapore's universities has stimulated the spatial agglomeration effect of technology and geography,thereby forming a scaleeffect of talent cultivation.
