摘要
【目的】伴随新型城镇化战略深入实施,推动农村转移劳动力市民化并有序退出宅基地,对推动城乡人地要素有序流动、促进农村宅基地有效利用,进而助力乡村振兴具有重要意义。【方法】本文基于七省调研数据,采用二元Logit模型、中介效应模型,分析了农村转移劳动力市民化对其宅基地退出意愿的影响及宅基地依赖的中介作用。【结果】研究表明:(1)农村转移劳动力市民化对其宅基地退出意愿具有显著正向影响。(2)农村转移劳动力对其宅基地的心理情感依赖、居住保障依赖、财产依赖和未来需求依赖在市民化对宅基地退出意愿的影响中具有中介作用。其中,宅基地心理情感依赖的中介作用最强且表现为“遮掩效应”。(3)宅基地依赖在农村转移劳动力市民化对其宅基地退出愿意影响的中介作用存在显著的代际和市民化层次差异。新一代农村转移劳动力居住保障依赖及未来需求依赖的中介作用较为显著,县外市民化的农村转移劳动力心理情感依赖和未来需求依赖的中介作用较为显著。【结论】为推动城乡人地要素有序流动,应从完善公共服务体系和市民化机制、重点关注农村转移劳动力对宅基地的心理情感依赖、制定差异化宅基地退出政策、坚持自愿且有保障的退出原则等方面入手。
[Objective]Along with the implementation of the new urbanization strategy,it is of great significance to promote the urbanization of rural labor force and the orderly exit of homesteads,in order to promote the orderly movement of urban and rural people and land elements and the effective use of rural homestead,and thus to facilitate rural revitalization.[Methods]Based on the survey data from seven provinces,this study used a binary logit model and the mediation effect model to analyze the impact of the citizenization of rural migrant labors on the willingness to withdraw homesteads and the mediating role of homestead dependence.[Results]The results show that:(1)The citizenization of rural migrant labors had a significant positive effect on the willingness of homestead exit.(2)Psychological and emotional dependence,residential security dependence,personal property dependence,and future demand dependence of rural migrant labors on homesteads played an mediating role in the influence of citizenization on the willingness of homestead withdraw.Among them,the mediation effect of homestead psychosocial dependence was the strongest and manifested as a“covering effect”.(3)There were significant intergenerational and citizenization level differences in the mediation effect of homestead dependence of rural migrant labors on homestead exit.The mediation effect of residential security dependence and future demand dependence was significant among the new generation migrant labors;the mediation effect of psychological and emotional dependence and future demand dependence was significant among out-ofcounty rural migrant labors.[Conclusion]In order to promote the orderly movement of urban and rural people,we should improve the public service system and citizenization mechanism,focusing on the psychological and emotional dependence of rural migrant labors on homesteads,formulating differentiated policy of homestead exit,and adhering to the principle of voluntary and secured withdrawal.
