摘要
民生型城镇化是以保障和改善民生为根本目的城镇化模式。在创新、协调、绿色、开放、共享五大发展理念的引领下,民生型城镇化以创新为动力,以协调促平衡,以绿色为前提,以开放促发展,以共享促公平。但城乡差距较大、城乡二元结构矛盾、资源环境约束等现实困境,制约了民生型城镇化的高质量发展。以新发展理念引领民生型城镇化高质量发展,应通过科技、管理和制度创新、全面推进乡村振兴、大力发展绿色产业、强化城镇化资金保障、优化城乡资源配置等,优化民生型城镇化高质量发展的路径。
People's livelihood urbanization is a mode of urbanization with the fundamental purpose of ensuring and improving people's livelihood.Guided by the five development concepts of innovation,coordination,green,opening up and sharing,people's livelihood urbanization is driven by innovation,promotes balance through coordination,promotes green development,promotes development through opening up,and promotes fairness through sharing.However,the large gap between urban and rural areas,the contradiction between urban and rural dual structure,resources and environmental constraints and other practical difficulties,restrict the livelihood of the urbanization of high-quality development.To lead the high-quality development of people's livelihood urbanization with a new development concept,we should optimize the path of high-quality development of people's livelihood urbanization by innovating in science and technology,management and system,fully implementing the rural revitalization strategy,vigorously developing green industries,strengthening the funding guarantee for urbanization,and optimizing the allocation of urban and rural resources.
