摘要
创新人才是促进区域各要素融合、激发区域创新创造活力、推动经济发展、提升综合竞争能力的基石。构建有效的人才评价指标体系是人才队伍建设、人才政策落实的重要抓手和前提,也是衡量人才工作的重要基础。文章以湖南省14个市州为研究对象,采用多指标综合评价方法,构建了包括人才实力、人才引力、人才效力、人才活力等4个维度构建的具有实操性的区域创新型人才评价体系,为衡量区域创新型人才发展水平提供有益参考,以提升区域人才发展水平、加速区域经济发展。
Innovative talents are the cornerstone of stimulating the integration of various regional factors,motivating regional innovation and creativity,promoting economic development,and enhancing comprehensive competitiveness.Building an effective talent evaluation index system is a vital starting point and prerequisite for implementing the construction of talent teams and talent policies,and it is also an important basis for measuring talent work.Taking 14 cities and prefectures in Hunan Province as the research objects,this paper adopts the multi-index comprehensive evaluation method to construct a practical regional innovative talent evaluation system including talent strength,gravity,effectiveness,vitality,etc.,so as to provide a useful reference for the development level of regional innovative talents,and improve the level of regional talent development and accelerate regional economic development.
