摘要
规范居民财富积累机制是实现共同富裕的客观要求。居民主要通过获取收入、财产增值、财产转入等途径积累家庭财富。对照合法合规、经济平等、社会公平、实体经济为本这四个财富积累规范性衡量标准,我国居民财富积累机制还存在较多不规范的现象,其深层原因在于法治缺失、市场经济体制和政府职能不完善及经济社会转型带来的影响。居民财富积累不规范带来多重负面影响,但解决该问题面临诸多现实难点。要以推进财富积累法治化、健全三次分配制度、加强对资本的有效治理、夯实财富积累实体经济基础为着力点,逐步构建规范居民财富积累的长效机制。
Regulating the mechanism of resident wealth accumulation is an objective requirement for achie-ving common prosperity.Residents mainly accumulate family wealth by income acquisition,property apprecia-tion,and property transfer.Compared with the four wealth accumulation standards:legal compliance,eco-nomic equality,social fairness,and the real economy as the foundation,the wealth accumulation mechanism of Chinese residents remains to be improved.The underlying reasons include the lack of rule of law,unsound market economic system and government functions,and the factors associated with economic and social trans-formation.The irregular accumulation of wealth among residents has brought negative impacts,while solving this problem faces practical difficulties.The future efforts should be made to promote the legalization of wealth accumulation,improve the tertiary distribution system,strengthen the governance of capital,and consolidate the real economic foundation of wealth accumulation,thus gradually building a long-term mechanism to regu-late resident wealth accumulation.
