摘要
我国区域间绿色金融发展极不均衡,发展质量参差不齐,影响了我国绿色金融总体水平的提升。要实现我国绿色金融更高层次的发展,必须推动绿色金融发展实现从数量扩张转向质量改善。因而,如何科学评估我国各地区绿色金融发展质量,进而更加优化绿色金融资源配置,提升绿色资源配置效率,推动绿色金融更好发展,是现阶段值得思考和研究的课题。本文尝试从金融业的本源出发,在回顾金融发展理论的基础上,基于金融可持续发展理论及金融功能论,对绿色金融发展质量的内涵进行了界定,并尝试构建了包括绿色金融规模、绿色金融效率、绿色金融结构、绿色金融功能以及绿色金融稳健性五个维度包含5项二级指标的绿色金融发展质量评价指标体系,运用熵值法对全国31个省区市的绿色金融发展质量进行评价。在此基础上使用Tobit模型对影响绿色金融发展质量的相关因素进行研究,并对如何促进绿色金融发展提出相关建议。
Green Finance plays an increasingly important role in promoting environmental governance and the development of low-carbon economy.The development of Green Finance has become a national strategy in many countries.Green Finance has achieved a rapid development in China.On the whole,the development of Green Finance in China has achieved remarkable results.The balance of green loans ranks first in the world,and the stock of green bonds ranks second in the world.But locally,the development of Green Finance among regions in China is uneven,and the quality of development is uneven,which affects the improvement of the overall level of Green Finance in China.To achieve a higher level,we must promote Green Finance from quantitative expansion to quality improvement.Therefore,how to scientifically evaluate the development quality of Green Finance in various regions in China,so as to further optimize the allocation of green financial resources and improve the efficiency of green resource allocation.These are the ssues worth pondering and researching at this stage.This paper attempts to start from the origin of the financial industry,on the basis of reviewing the theory of financial development.Based on the theory of financial sustainable development and financial function,we define the quality of the development of Green Finance,and we try to build an evaluation index system,which includes five dimensions and five secondary indicators:the scale of Green Finance,the structure of Green Finance,the efficiency of Green Finance,the function of Green Finance,and the robustness of Green Finance.The entropy method is used to evaluate the development quality of Green Finance in 31 regions in China.On this basis,Tobit Model is used to study the relevant factors affecting the development quality of Green Finance and put forward suggestions to promote the development of Green Finance.
