摘要
研究农户的农地转出决策对优化农地资源配置、实现农业规模化经营具有重要意义。本文基于中国家庭追踪调查数据,实证分析了非农就业、收入质量对农户农地转出决策的影响,以期为推动农地流转的相关政策制定提供参考。研究表明:(1)农户非农就业能够显著促进农地转出,这一结论在克服内生性问题后及各分样本中依然成立;(2)中介效应检验表明,相对于农地经营,非农就业显著提高农户收入质量,进而促进农地转出,即收入质量是农户非农就业促进农地转出的重要途径。相应的启示在于:一方面应加强对农村劳动力非农就业的帮扶和引导,促进农村劳动力非农就业;另一方面应多途径提高农户收入质量,以弱化农地保障功能,进而促进农村人、地等要素的合理有序流动,提高资源配置效率。
The study of farmers\farmland transfer-out decision is important for optimizing the allocation efficiency of agricultural land resources and realizing agricultural scale operation.Based on data from the China Household Tracking Survey,this paper empirically analyzes the impacts of off-farm employment and income quality on farmers\decisions of farmland transfer-out.The results hence provide reference for formulation of relevant policies to promote the transfer of farmland.The study shows that:(1)off-farm employment has a significant positive effect on farmland transfer-out,this conclusion is robustness after considering the endogenous problem and in sub-samples;(2)the conclusion of mediating effect show that relative to households without off-farm employment,off-farm employment significantly improves the quality of farm household income,which in turn promotes the transfer of farmland,i.e.,the quality of income is an important way in which farm households\off-farm employment promotes the transfer of farmland.The corresponding revelations are these,on the one band,the assistance and guidance to rural labor force should be strengthened to promote them off-farm employment.On the other hand,the income quality of rural households should be improved in multiple ways to weaken the function of agricultural land security,promote the rational and orderly flow of rural factors such as people and land,and improve the efficiency of resource allocation.
