摘要
随着城市日益成为铸牢中华民族共同体意识的重要平台和场域,城市民族工作在新时代民族工作格局中占据越来越重要的地位和分量。少数民族流动人口城市融入的新需求、城市社会利益分化的新结构以及城市社会风险治理的新任务,对城市政府铸牢中华民族共同体意识的协同能力提出了新的要求和挑战。城市政府在铸牢中华民族共同体意识的实践中,呈现治理的理念、体制与机制的不适应现象,这极大影响了城市民族事务治理的效能。以整体性治理理论作为分析工具,需要大力提升城市政府铸牢中华民族共同体意识的协同水平,塑造城市政府以“公共性”和“共同性”为导向的治理理念,建构以“整体性”与“协同性”为目标的治理体制机制,打造以“网络化”和“信息化”为支撑的运行平台。
With cities increasingly becoming an important platform and field for consolidating the sense of the Chinese nation,urban ethnic work is occupying an increasingly important position and weight in the new era of ethnic work pattern.The new demand for the integration of ethnic minority floating population into cities,the new structure of urban social interest differentiation,and the new task of urban social risk governance have put forward new requirements and challenges for the collaboration level of consolidating the sense of community for the Chinese nation in cities.In the process of consolidating the sense of community for the Chinese nation at the grass-roots level,cities have shown the phenomenon of inadaptation in governance in terms of concepts,systems and mechanisms,which has greatly affected the effectiveness of governance of urban ethnic affairs.Using the theory of holistic governance as an analytical tool,it is necessary to optimize and improve the collaborative framework for consolidating the sense of community for the Chinese nation in cities,shape the governance concept of urban governments guided by“publicness”and“commonality”,construct a governance system mechanism with“holisticness”and“collaboration”as the goals,and create an operational platform supported by“networking”and“informatization”.
