摘要
民办本科高校可划分为新办、合格评估后、审核评估后、具有专业硕士学位授予权、具有博士学位授予权、创建世界一流民办大学等不同的起点或发展阶段。民办本科高校在不同发展阶段应该有所为有所不为,要合理定位、分类发展,明确科技创新方向和科技创新路径,打造科技创新的特色和品牌。只有逐点突破,由点到面,在某一方向某一领域建立自己的优势和威望,积沙成丘才能水到渠成,步步为营才能逐步实现创建世界一流民办大学的发展目标。团队建设是科技创新的核心任务,创新型人才是团队的基石,团队带头人是创新活动的灵魂,创新型人才的培养、引进、考核、激励和管理是科技创新的重中之重。科技创新必须与制度创新、机制创新、管理创新互相协同,创新激励不应停留在输出量的多少,科技创新评价不应简单量化而应该是一个系统工程。应用研究要“政、企、研、学、用”五位一体,要以市场需求为导向,重在成果转化,重在服务地方和行业发展,重在科技创新能力和创新育人效果的提升。不同发展阶段的民办高校,应在“应用研究”与“基础研究”、“跟班式科研”与“引领式科研”、“模仿”与“创新”之间相机抉择。
Private universities can be divided into different starting points or development stages,such as newly established,after qualification assessment,after audit and evaluation,having the right to grant professional master’s degree,having the right to grant doctor’s degree,and establishing world-class private university.In different stages,private universities should know what to do and what not to do,orient themselves reasonably,develop with classification,have clarified scientific and technological innovation direction and path,and create their own features and brands in scientific and technological innovation.Only by breaking through point by point,and from point to plane,firstly establishing their own advantages and prestige in a certain direction and a certain field,like the sand accumulates into a hill or the flowing water forms into a channel,can a private university step by step achieve its development goal of establishing a world-class private university.Team building is the core task of the scientific and technological innovation,innovative talents are the cornerstone of the team,team leaders are the soul of innovation activities,and the training,introduction,assessment,incentive and management of innovative talents are the top priorities of scientific and technological innovation.Scientific and technological innovation should coordinate with institutional innovation,mechanism innovation and management innovation,innovation incentive shouldn’t be limited to the amount of output,and the evaluation of scientific and technological innovation shouldn’t be simply quantified but be regarded as a systematic project.Application research should include the five aspects of“government,enterprise,research,learning and application”,and take the market requirement as the guidance while focusing on the transformation of the achievements,focusing on serving the local and industrial development,and focusing on the improvement of scientific and technological innovation ability and innovative education effect.Priv
