摘要
基于2012-2022年中国31个省区市(不含香港地区、台湾地区、澳门地区)的面板数据,参照公共体育资源配置影响条件框架,运用数据包络法(DEA)和模糊集定性比较法评估我国公共体育资源配置效率和影响条件组态。结果表明:(1)我国公共体育资源配置不均衡,配置效率依次为东部地区>西部地区>中部地区;(2)实现公共体育高资源配置效率有6条路径3种类型的条件组态,即政策—经济主导型、意识—组织主导型、教育—人力主导型,非高资源配置效率有2种类型,即锻炼意识、信息公开非高型和人力资源、政策倾向非高型;(3)政府态度、体育意识、配置环境是影响公共体育资源配置效率的主要原因。为此,提升公共体育资源配置效率的路径可从以下四方面考虑:(1)因地制宜改革公共体育资源配置方案;(2)夯实公共体育资源配置规划体系;(3)盘活公共体育存量资源、激活低效资源和减少投入冗余;(4)打造共建共享的社会体育治理格局。
Based on the panel data of China’s 31 provinces,autonomous regions and municipalities(not including Hongkong,Taiwan,Macao)from 2012 to 2022,and with reference to the framework of conditions affecting the allocation of public sports resources,the Data Envelopment Approach(DEA)and the Fuzzy Set Qualitative Comparison Approach were used to assess the efficiency of public sports resource allocation and the condition grouping of conditions affecting it in China.The results showed that China’s public sports resource allocation was unbalanced,and the allocation efficiency was in the order of eastern region>western region>central region.There were 6 paths and 3 types of conditional groupings to achieve high resource allocation efficiency in public sports,i.e.,policy-economy dominant,awareness-organization dominant,and education-manpower dominant,and there were 2 types of non-high resource allocation efficiency,i.e.exercise awareness,information disclosure non-High type and human resource,policy-dominant non-high type.Government attitude,sports awareness,and configuration environment were the main reasons affecting the allocation efficiency of public sports resources.In this regard,the path to improve the efficiency of public sports resource allocation could be considered from the following four aspects:reforming public sports resource allocation programmes according to local conditions,consolidating the planning system of public sports resource allocation,revitalising the stock of public sports resources,activating inefficient resources,and reducing the redundancy of inputs,and creating a social sports governance pattern of common construction and sharing.
