摘要
新型研发机构是融合产、学、研、金、服领域,市场化运作的“综合创新体”,核心功能的发挥有赖于公共科研平台在推进交叉研究、共性技术突破、新兴产业发展方面所发挥的协同创新效能。针对某新型研发机构公共科研平台建设运行评估的实践经验,提出我国新型研发机构公共科研平台绩效评估指标体系,并采用层次分析法,按照建设、运行两个阶段分别设置指标权重,通过定量方法和实际打分结果,对该体系指标、综合权重和相对权重设置的科学性、合理性进行整体、局部解析和印证,同时引入PSR模型对绩效评估结果分类提出保障措施和运行建议,以期为我国新型研发机构完善公共科研平台绩效评估体系提供参考。
The new research and development(R&D)institution is a“comprehensive innovation body”integrating production,learning,research,finance,service and market operation.Its core function depends on the comprehensive efficiency of the public scientific platform in promoting interdisciplinary research,generic technology breakthrough and the development of emerging industries.Based on the practical experience of the construction and operation evaluation of the public scientific platform of a new R&D institution in China,a performance evaluation index system for China’s new public scientific platform is proposed in this article.The system adopts the hierarchical analysis method and sets the index weight respectively according to the two stages of construction and operation.Through quantitative methods and actual scoring results,the scientific nature and rationality of the index,comprehensive weight and relative weight setting of the system are analyzed and verified totally and partly.The PSR model is also introduced to provide securing measures and operational suggestions for the classification of performance evaluation results.Hopefully,this will provide reference and support to China’s new R&D institutions in building and improving the performance evaluation system of public scientific platform.
