摘要
行业特色高校在我国经济社会发展中发挥着不可替代的作用,如何以更为科学的转型发展道路实现高质量发展支撑中国式现代化是一个极具现实意义的时代命题。建设高质量教育体系的目标对高等教育分类评价提出了新要求,为行业特色高校高质量发展也带来新契机。中国式现代化的本质要求必然包含着高等教育的高质量发展,而新发展理念是教育高质量发展的方法论基础。在全面建设中国式现代化的新征程中,如何明确行业特色高校高质量发展评价内涵及构建支持特色发展的分类评价指标体系已成为高等教育亟待解决的问题。行业特色高校高质量发展评价以政府、行业特色高校和行业三方之间的协调互动关系作为重要基础,聚焦行业特色高校如何自主培养高质量、专业化的行业专门人才,以促进学生全面发展为核心标准,以创新、协调、绿色、开放、共享的新发展理念阐述行业特色高校高质量发展实践,兼顾行业特色高校生存共性与发展特性,提出中国式现代化背景下行业特色高校高质量发展评价的理论构想——包括5个一级指标,9个二级指标,16个具体的三级指标,以期为高校分类评价提供有益的参考和借鉴,建构宏观理论与微观实践相统一的整体性的高校评价研究体系,更好助推具有中国特色的高等教育强国建设。
The goal of"building a high-quality education system"has put forward new requirements for the classification and evaluation of higher education,and the high-quality development of industry characteristic universities has ushered in new opportunities.The essential requirement of Chinese path to modernization must include the high-quality development of higher education with the new development concept as its methodological basis.In the new journey of building Chinese path to modernization in an all-round way,how to clarify the connotation of quality development evaluation of industry characteristic universities and build a classification and evaluation index system to support the development of industry characteristic universities has become a major problem to be solved in higher education.The evaluation of high-quality development of industry characteristic universities takes the coordinated and interactive relationship between the government,industry characteristic universities,and the industry as an important theoretical basis.It focuses on how industry characteristic universities independently cultivate highquality and specialized industry talents,with promoting the comprehensive development of students as the core standard,and elaborates on the high-quality development practice of industry characteristic universities with the new development concept of"innovation,coordination,green,openness,and sharing".This study puts forwards the theoretical concept of high-quality development evaluation of industry characteristic universities in the context of Chinese path to modernization,which consists of five first-level indicators,nine second-level indicators,and sixteen specific third-level indicators,in order to provide useful reference for the classification and evaluation process,to better promote the construction of a powerful country with high quality college education bearing unique Chinese characteristics,and to build a holistic evaluation and research system for industry characteristic universities that integr
