摘要
粮食安全是国家安全的重要基础,积极优化我国农业支持政策体系,对于确保粮食供应链韧性和安全、守牢农业基本盘、把握中国式现代化主动权具有极为重要的战略意义。四年来,受疫情、极端天气、地缘政治冲突等因素影响,全球农业发展经历了前所未有的挑战。在复杂多变的国际环境下,多数国家出台农业政策优先自保。本文利用联合国粮农组织政策数据库的数据,系统梳理了自2019年6月至2023年5月期间各国所出台的政策,认为各国倾向于以贸易类政策为主要抓手,重点保谷物类、重点保供给端、重点保产销协同。其中,部分国家政策选择趋同是国际农产品市场波动的重要原因。因此,我国既要坚定实施以我为主、立足国内战略不放松,同时借鉴国际经验完善国内农业支持政策体系,夯实国内农业生产能力,又要切实利用好国际市场。
Food security is an essential foundation for national security.Actively optimizing China's agricultural support policy system is of great strategic significance for ensuring the resilience and security of the food supply chain,maintaining the basic agricultural structure,and grasping the initiative of Chinese path to modernization.In the past four years,global agricultural development has experienced un-precedented challenges due to factors such as the epidemic,extreme weather,and geopolitical conflicts.In the complex and ever-changing international environment,most countries have introduced agricultural policies that prioritize self-protection.This article uses data from the Food and Agriculture Organization of the United Nations policy database to systematically review the policies introduced by various coun-tries from June 2019 to May 2023.It believed that countries tend to focus on trade policies,with a focus on grain protection,supply side protection,and production and sales cooperation.Among them,the convergence of policy choices in some countries is an important reason for the fluctuations in the international agricultural product market.Therefore,China needs to firmly implement the strategy of putting our-selves first and focusing on the domestic market,while drawing on international experience to improve the domestic agricultural support pol-icy system,consolidate domestic agricultural production capacity,and effectively utilize the international market.
