摘要
全面抗战时期,南京国民政府一方面强化基层行政网络,加大对基层社会的控制;另一方面构建地方自治系统与各级民意机关。二者共同构成了地方治理制度。作为抗战大后方,四川省的地方治理情况表明,行政机构的繁复与行政人员的良莠不齐、民意表达的有限性以及哥老会的侵蚀和扭曲,严重消解了地方治理的有效性与合法性。这个治理体系在实际运行中,呈现出政府主导、地方协助、哥老会渗透三者“共存”局面。南京国民政府的地方治理模式,在一定程度上顺应了现代国家构建导向,但是其治理实效背离了“民主国家”的主流政治追求。
During the War of Resistance against Japan,the Nanjing National Government,on the one hand,strengthened the grass-roots administrative network and increased its control over the grass-roots society;On the other hand,the local autonomous system and public opinion organs at all levels should be constructed,which together constitute the local governance system.As the rear area of the War of Resistance against Japan,the local governance situation in Sichuan Province shows that the complexity of the administrative agencies,the uneven quality of the administrative staff,the limited expression of public opinion and the erosion and distortion of the Brotherhood have seriously undermined the effectiveness and legitimacy of local governance.In the actual operation of this governance system,there is a situation of“collusion”among government-led,local assistance,and the penetration of the Brotherhood.The local governance model of the Nanjing National Government,to a certain extent,conforms to the guidance of modern state construction,but its governance effectiveness deviates from the mainstream political pursuit of“democratic country”.
