摘要
习近平在福建任职期间的城市治理实践,主要包括党建引领城市发展,秉承以人为本的城市治理理念和科学统筹规划的城市治理方略,进行城市信息化大发展等。习近平这一期间的城市治理经验,批判性地吸收了马克思、恩格斯关于城市发展及城市功能的论述,结合了中国共产党的城市建设实践,进而形成了重要的理论系统。在这一实践经验和理论的指导下,新时期的城市治理应坚持党建引领,构建一元主导多元共治的城市治理共同体;坚持“以人民为中心”,不断满足人民日益增长的美好生活需要;坚持保障城市安全,不断推进法治、德治、自治联合共治;坚持信息化与智能化融合发展,构建新型智慧城市。
Xi Jinping’s practice in urban governance when working in Fujian Province covered productive party building,people-oriented policies and science-led overall planning in strive for the great development of smart city informatization.This approach brought Marx and Engels’discourse on urban development and urban function into combination with the urban development practice of the Communist Party of China to form an important system of theory in this field.Under the guidance of the practice and theory concerned,urban governance in the new period should follow the lead by party building in building a city governance community with one principle leading multiple cooperative sectors;it should be managed in people-oriented mode meeting people’s growing needs for better lives;it should be practiced in security and safety of the city,improving the joint urban governance by law,by morality and by autonomy and promoting urban informatization with AI technology so as to build new smart cities on this land.
