基于政府视角的加大研发投入模式研究——以湖南为例

摘要 “十三五”期间,湖南省研发经费投入总量及强度均得到大幅提升。文章以湖南省为例,从政府视角研究湖南省研发投入在建立省级部门统筹协调时的工作机制,发挥政府部门的引导作用;构建省市县联动管理体系,形成各具特色的区域协同机制;构建完善的研发政策体系,发挥财政政策激励的长效作用;建立持续的研发投入预算机制,发挥政府对企业科技创新的引导作用等模式,并提出建立多元化科技投入体系,完善研发政策体系,发挥政府引导作用,优化研发投入结构,强化研发投入质量等政策建议,为政府如何引导全社会研发投入提供决策支撑。 During the“13th Five-Year Plan”period,the total amount and intensity of R&D investment in Hunan province have been significantly improved.This article takes Hunan province as an example to study the establishment of a coordinated working mechanism for provincial departments in R&D investment from the perspective of the government,giving full play to the guiding role of government departments;establish a provincial,city,and county linkage management system to form distinctive regional coordination mechanisms;establish a sound research and development policy system,and give play to the long-term effect of fiscal policy incentives;establish a continuous R&D investment budget mechanism,give play to the guiding role of the government in scientific and technological innovation of enterprises,and propose policy recommendations such as establishing a diversified scientific and technological investment system,improving the R&D policy system,giving play to the guiding role of the government,optimizing the R&D investment structure,and strengthening the quality of R&D investment,to provide decision-making support for how the government guides the R&D investment of the whole society.
