摘要
政府救助与慈善救助衔接可以界定为两大救助主体在不同救助情境中的互动。依据互动中双方组织目标的优先级组合,以及救助要素的流动方向,提出主动双向型、政府主导型、慈善主导型、被动双向型四种衔接模式。四种衔接模式对应于四类救助情境定位,不同衔接模式表现为不同救助情境定位下的政府与慈善组织的情境性互动。结合四类衔接模式的实践案例,分析了其中具体的情境性衔接互动过程,认为不同救助情境决定了政府与慈善组织之间的衔接互动;同时,救助主体互动也对救助情境产生影响,表现为衔接模式的转化与优化。
The connection between government assistance and charitable assistance can be defined as the inter⁃action between the two major relief subjects in different relief situations.Based on the priority combination of or⁃ganizational goals between both parties in the interaction and the flow direction of rescue elements,four connect⁃ing modes,such as the active-bidirectional mode,the government-led mode,the charity-driven mode,and the passive-bidirectional mode,are proposed.The four connecting modes correspond to four types of aid situation orientation.Different connecting modes represent specific interactions between the government and charitable organizations in different types of aid situation orientation.According to the practical cases of the four connect⁃ing modes,this article analyzes the concrete situational connecting interaction,and concludes that different aid situations determine the connecting interaction between the government and charitable organiza⁃tions;mean⁃while,it is shown that subject interaction also has an effect on aid situation,which is manifested as the transfor⁃mation and optimization of connecting mode.
