摘要
民国北京政府为收回山东主权,宣言自择胶济铁路沿线适当城镇自开商埠。日本为了继续维持在山东的经贸优势地位,要求中国将胶济铁路沿线八处城镇实施开埠,这超出了中国之前的宣言。为约束日侨与维护国际信誉,外交部同意了日本要求,但山东各界却一再反对实施开埠。日本不断向中国提出交涉,张宗昌就任山东省长后才答应其将两处城镇自开商埠。中日关于胶济铁路沿线城镇开埠问题的交涉,充分体现了中国反对日本侵夺中国商埠权益的努力。
The present paper,delineating the history,in which Japan demanded that eight cities and towns along Jiaoji(Qingdao-Ji'nan)Railway be open with a view to preserving its dominance in economy and trade in Shandong while Beijing government suggested a partially open program and Shandong itself rejected Japan's demand,concludes that these negotiations indicated that then China strived to resist Japan's invasion and safeguard her own rights.
